Correct, it listens on port 631 by default. You can change that if you
want in the cupsd.conf file. Printers.conf is where you set the default
printer. The lp subsystem and cups subsystem don't work together on the
same machine. You need to pick one or the other to print with.
Cupsd.conf usually requires that you setup the Allow directives on
printer access and printer configuration access as they are separate
sections in the config file. I usually end up setting all clients to
BrowsePoll the IP of the print server. So on the clients set the Browse
directives and on the server set the Allow From directives. The print
server is set to allow all requests from the IPs that I want to print to
the printers attached to the machine. If you need to have a USB HP
printer setup then you will need the USB to be enabled before cups
starts on boot. There is documentation at www.cups.org on the open
source stuff and a commercial product at www.easysw.com.

The lpadmin command line was a little confusing, so decided to install Apache for the web-based CUPS admin tools. Still do not want to install X (very little memory in the PC) - so used Lynx as my web browser.
