Chris,

Take a look at speedfactory.net.  Static ip, no pppoe, very reliable,
reasonable price.  Course, you may require/desire cable, but if not, I
highly recommend them.

I switched from BellSouth to Speedfactory about 3 months ago, and it's
been a whole different world.  Simply ridding myself of PPPOE is worth
twice what I pay :).
