[ale] JPEG compression utility

I have a bunch of jpg and jpeg files that need to go on a server that will be access with dialup.  I am looking for a good Linux based compression utility, preferably one that I can run from a bash script file.  

Does anyone have any recommendations on a conversion utility that will preserves the picture quality and still compresses well?
