[ale] KDE 3.1.1

Hot damn!  KDE 3.1.1 is out, and RedHat has packages for it (8.0 only).  
It's about time, too.  It doesn't seem to be on all the mirrors yet.  I 
got my copy from ftp://ftp.uni-kl.de/pub/linux/kde/stable/3.1.1/.  (Over 
100 KB/s from Europe.  Hoo boy, the internet has come a long way.)

Still no Mandrake packages, though.
