With all the whining about loss of IT jobs on this list, one would think there
would be plenty of skilled individuals who are looking for work.

Most likely you and I can. 
But most business people have neither the skill nor the desire to learn how 
to make software do exactly what they want. They'd rather pay 
programmers to do this for them.
