[ale] Can ipchains block countries?

Just guessing, but the way to do this is to block based on IP address 
blocks.  If you block out anything that's not an IANA delegation to 
ARIN, then that comes close.  It's U.S. plus Canada, Mexico and a 
smattering of other small western hemisphere countries.
