I thought Fraunhofer was a german company.  They invented it.  

I think RedHat is making a principled stand similar to their requirement 
that they will only ship Open Sourced programs.  That also caused some 
grief back in the olden days.  "Why did RH stop shipping xv in version 
4.1?"
