The package iproute2 is your answer.  Here are the links you will need

I have used this on a firewall to limit the input and output bandwidth 
on a 100Mbit/s pipe to 10Mbit/s so as to keep overage costs to a 
minimum.  It was really simple to configure using the cbqinit package.  
Don't get bogged down in all the documentation on traffic shaping for 
iproute2 as it is very extensive with lots of different ways to do it.  
If you can find a simple script set up for HTB, like this one is for 
CBQ, then that would be fine.  Also, shorewall is a prepackaged firewall 
with traffic shaping built in but I did not have time to worry with it.  
I just used iptables and iproute2 as they were already on the machine.
