Chris,
the time delay before the screensaver cuts in is set on the same
panel that you use to select which screensaver.
In KDE its at Control Center > Appearance&Themes > Screen Saver.

But your other problem might be caused by an improper BIOS setting.
I'd look around in the settings to conserve power.
My guess is that some routine is cutting the signal to the monitor
in an attempt to save power and, if moving the mouse doesn't restart,
a particular keystroke most likely will do the job.
