[ale] need Linux ISP, who is recommended/least expensive ?

Thank you for the offer of help.
I have one problem to which joi is no help.
All internet functions work except.....when I click SEND, regarding a
newsgroup posting that I've just composed, I get an error message saying
that authentication fails. This is so even after username/password
popups appear on the screen to which I properly reply.
This is mysterious in that I'm seemingly already logged into the
newsgroup, or else how am I able to read postings, and this applies to
any newsgroup not just a particular one, so how is it I cannot then post
due to failing authentication ?
I can send email, surf the web, and read newsgroups all with no problem.
Also when I click SEND, I see modem lights flashing so communication
with the server is on going.
Another possible clue is that if I try to ping
say.......www.novell.com...DNS promptly prints the IP for www.novell.com
and I see lights periodically flashing on the modem, BUT there is no
onscreen evidence of the ping's success.
Sure do hope you've got insight here ! Newsgroup interaction is my
primary use of the web.
