I have forwarded these concerns to Chris, who administers the machine. 
He did respond saying that his provider was being blacklisted by SPEWS. 
  Further noting that SPEWS was not an appropriate filtering mechanism.

I've cc: him with further references to this issue, but I suspect that 
if it is in fact as he's noted, (and I have no reason to doubt him) then 
the problem will not go away soon.
