This has actually been true of RH's kernel source for years. If it worked 
for you in prior releases w/o it, it was just a matter of luck ;-). It's 
intentional, and that's why the Linux kernel and RH docs all point out the 
need for it (not that anyone ever *reads* docs, but...)
