How is the validation of CPU IDs to be done?  I could get CPU IDs off a bunch of 
machines that I know are not going to be used for this and create a bunch of 
IDs, and vote as those people, couldn't I?  For that matter, I could register a 
number of GPG keys as different people and vote.
