I just talked to them again.  I spoke to Moshe, specifically.  Their 
policy is, they do not want you running servers on the dynamic ip plan. 
  They do not block any ports.  They monitor those ports and if they see 
a large amount of transfer, they'll have a word with you.  All I can say 
is, call them and tell them what your needs are.  If you're running a 
web server for a business, no they don't want you doing that on their 
dynamic plan.  If, on the other hand you're doing something like I am, 
where I have my wife's students and parents of those students visiting 
her website for school, they are not going to bother you with that 
issue.  Maybe they'll work a deal with you on a monthly bandwidth deal?

Again, they will permit you to do a dynamic ip, with multiple machines 
with their free hardware.  You will have to pay the $59 a month, 
although, as you've noted, how would they know you've got multiple machines?

Call and ask to speak to Moshe.  I've spoken to two different folks this 
morning regarding this issue, and the answers wer consistent.
