An IT department must consist of 3 things to be successful. People, process, 
and technology...in that order. Evaluate the needs of the business, then 
bring in people to help you design the process. These people could be 
employees, consultants, or the management. Doesn't matter. Just don't do it 
yourself. You start looking at technology only after you have designed the 
process and have buy-in from management. Don't let personal bias influence 
you. Don't go into it with the goal of building an all Linux shop however 
admirable that may be.
