That assumes that you have Debian installed, though.  But it does
contain a link for installing a chroot Debian from a non-Debian OS:

The nice thing about Debian is you can use dselect or aptitude to
install only what you need.

That might be a good idea.  Get the stage 3 tarball, extract it, and
chroot, and you have a base system.  Then emerge what you need (after a
bit of tweaking first, of course).  Just remember that you will need to
compile everything, so install on a fast box.
