Have you looked in the sane-hp man page?  There are references to a 
hp.conf file that should contain entries for your scanner.  Do you ptal 
configured and running?  The HP software "ptal" provides the lowlevel 
access to the scanner hardware for the Sane backend to talk thru.  
Sounds complicated but is a three layer package:
Scanning client like Kooka or xsane
Sane front end and backend
Ptal package from HP

You should install the ptal rpm from HP sourceforge page for Redhat.  
Then do "ptal-init setup" to find and initialize the scanner.  Retry 
xsane.  I'd read what docs you can find on the HP site as they were 
detailed for the SuSE rpm installation section and should be for RedHat 
as well.
