Once could be cynical and think that the FBI, like _every other government 
agency_  is mainly interested in gathering reams of evidence re cyber crimes 
so they can ask for more funding and bigger staff.  

I think the reason many businesses don't report things like this is because 
of bad press and possible liability. If a bunch of MIB types visit your 
business and begin prowling around, it won't be long before some employee 
makes this exciting news public, and once it's out  your customers might get 
worried. Did you lose their credit card info? Personal data?.....etc. 
Better to sweep it under the rug and hope for the best.
