I think putty is a little flaky.  Notice how it sends "WILL SGA" and "DO
SGA" one right after the other.  I'm pretty sure that's wrong.  I
implemented a minimal NVT in Java (not even supporting the "standard"
options) and found that if putty does not receieve a response to
something it sends, it acts weird.
