[ale] CGI and Earthlink hosting

Earthlink does support CGI.pm and many others for the web hosting
accounts. There is a way to check that using the control panel for
Earthlink on the account support page. I did a perl app for a client a
year ago or so and nearly every perl module that was useful for web
application development was supported.
