[ale] File::stat and Time::localtime

I would suspect that the directory you're placing your cgi in is not 
permitted to do cgi by the web server.  I'm sure this is by design.

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
