What hardware are they using now? There used to be a DSL modem that
would allow the connection params (login passwd) to be stored onboard
and then the modem/router would provide dhcp to the ethernet port.

To answer the direct question, RP-PPPOE  will setup dhcp, but the dhcp
capability must be installed.
