Delphi is a good programming environment for writting applications, but it 
has little to offer when it comes to web sites. 

You really don't want to develop GUI programs for your web server, and while 
it is possible to write console programs with Delphi, it's overkill and 
costly, when there are plenty of free programming languages better suited for 
writing CGI code.

Take a look at Ruby, Python, PHP, Perl .... almost any interpreted language 
is more than adequate. -  once your website begins making millions, you can 
always upgrade to C for more speed.
