I guess the first thing to determine is which languages you are familiar
with.  Tk works with alot of languages.  I've recently looked into even
php-GTK but thats kinda different.

As for the full screen thing you can control the size placement and
inclusion/exclusion of menus with DHTML/JavaScript but I'm not sure I
understand why you want to lock out the destop.
