If you are forced to use csh, can you cheat and use tcsh?  That has a
usable command-line history editor and is rought csh compatible.

Another option might be zsh.  IIRC, it can be made fairly csh
compatible with the I_AM_A_CSH_WEENIE environment variable.  I kid you
not, that is it's name.  :-)
