I do not know how about your system, but mine ( debian unstable )
in /etc/X11/ I have XF86Config and XF86Config-4
XF86Config-4 is the one to modify... I made couple changes and was worried
that
nothing changes, then I found this one :))

unless I'm doing something wrong, that didn't seem to do anything for me.
I uncommented out the Emulate3Buttons line and restarted X. Actually I
have rebooted since then since I had to powerdown to go home. This is a
laptop if that should make any difference (I don't think it would).
