You are missing a digit for 'mib-2' (It should begin '.1.3.6.1.2.1').  

I don't know specifically about SNMP with perl, but I think you also 
need the '.' at the very beginning if you are going to specify a full 
path.  The full path to ifspeed on interface 2 is:

.1.3.6.1.2.1.2.2.1.5.2

That works from the command line (minus the 1.3.6.1.2 part) 

However, Net::SNMP barfs with an error everytime! Uhg - SNMP!
