[ale] network interfaces

Here is what I believe.  I could be wrong.

1.  Driver loads and creates network interface.  It is created but not
functional.
2.  ifconfig:
    1.  ioctl() gets ifr structure
    2.  set ifr structure with correct settings
    3.  ioctl() sets ifr structure
3.  Network is functional.

I'm looking for some info on how (and where) the
kernel recognizes valid network interfaces.  In
otherwords, if  I get the serial port settings for a
modem set correctly, what [needs to|does] take place
afterwards for the kernel to recognize it as a valid
interface and allow it to be brought up with ifconfig.
 Likewise with NICs.

Could someone point me in the right direction?
