[ale] RH 7 access to kppp without root password

The problem I've had is that all of this seems to be controlled by "consolehelper"
which seems to direct the whole event :-( On my older RedHat systems I could follow
the manual on kppp and set this up with no problem.  Consolehelper seems to
intercept this.
