[ale] tcl/tk 8.3

edit your $PATH so that /usr/local/bin is before /usr/bin

_OR_

remove /usr/bin/tcl to a new name and make a link from there to the
/usr/local/bin location.

_OR_

make a $HOME/bin directory and put your new binary there. Edit your $PATH
for looking there first:
export PATH=$HOME/bin:$PATH
