Well, it gives them more control.  If they decide to go away from static,
they just set the IP's to release more and take away any NIC->IP maps.

If they are doing anything to try and limit a NIC from getting on that is
not in their database (though this is not an effective means).  

Every windows distribution comes with DHCP as the default for networking,
so it is one less thing that they may need to do support for.
