If that is what you want, just raise your voice, in the kernel
mailing list perhaps.  If it is a good suggestion, I have no
doubt it will be adapted.

I have a problem with the IDE driver module in kernel 2.4.[1-4]
does not recognize my drive correctly.  IDE support is fine
when built-in the kernel.  I just asked around.  It is then 
fixed, by Herbert Shu who builds kernel images for Debian.

It is one of the beauties of Linux.  You can make request for
functionalities.  If no one cares, you can also do it yourself.
You cannot do it with Microsoft-based OSes, or any other non
open-source systems.  In your case, perhaps building your own
kernel is even a better choice.
