I guess it really depends on a number of factors. I'm no expert on web hosting,
but I've found bandwidth to be the most limiting factor 99.9% of the time. What
seems like a big performance hit to you (sitting in the room with the server)
will not make a lot of difference to your visitor (sitting in his living room in
Ontario on a 56k dial up).
