If you are planning one for a small network,

1. All your clients should be able to ping the server
2. You should preferably have a hostname that can always be resolved


If you are planning to peer to a bigger network like efnet or openprojects,
you should also get the permission from the admins of that network for peering.

AFAIK, there is none.. but it is easy to set one up.. The docs that come with 
the servers are very good

I set up one recently for my company. It allows only authorized hosts to 
connect to. If you have any questions,please contact me..
