[ale] kde 2.0.x Install

Hello All,
I'm scratching my head over this one.  I'm trying to install kde 2.0.x on
a RedHat box using kernels 2.2.17 (the original one) and 2.2.12-20 (the
current one, as I'm in the midst of a reinstall.)

I downloaded the rpms from a site that mirrors kde.org.  No install docs
to speak of, but I do know that the the qt libs, kdesupport, and kdebase
need to be installed at a minimun.  Here's my problem:

When I try a rpm -ivh qt-2.2.4-0.6x.4.i386.rpm, I receive the following
message:

error: failed dependencies:
	libGL.so.1 is needed by qt-2.2.4-0.6x.4
	libGLU.so.1 is needed by qt-2.2.4-0.6x.4
	libmng.so.0 is needed by qt-2.2.4-0.6x.4


OK, easy enough.  See below.

/root]# whereis libGL.so.1
libGL.so: /usr/lib/libGL.so.1 /usr/local/lib/libGL.so.1
/usr/local/lib/libGL.so

whereis libmng.so.1
libmng.so: /usr/lib/libmng.so.1 /usr/local/lib/libmng.so.1
/usr/local/lib/libmng.so


/root]# whereis libGL.so.1
libGL.so: /usr/lib/libGL.so.1 /usr/local/lib/libGL.so.1
/usr/local/lib/libGL.so


So, the system sees the files.  Next I straced installing
qt-2.2.4-0.6x.4.i386.rpm: See below.

Nothing too spectacular, except for two messages:

"SHLVL=1", "_=/usr/bin/strace"]) = -1 EACCES (Permission denied)


and  open("/usr/share/locale/en/LC_MESSAGES/libc.mo", O_RDONLY) = -1
ENOENT (No such file or directory)


Bingo!!

I poked around in /usr/share/locale/xx_CTRY/LC_MESSAGES and EVERY dir has
a LC_MESSAGES/libc.mo   EXCEPT    en_US/LC_MESSAGES   (Notice the
/, it's hard to see.)  This appears to be what's killing my install.

I looked at multiple libc.mo files and all were of different sizes.  Did I
miss something during my installs.  Why is the English version of this lib
the only one missing?  

I apologize that this is lengthy.  I have tried to do my homework before
coming to the list, but I'm at a loss at this point.
