I didn't noticed earlier posts. However, sounds like you had 'defaultRoot
~' turned on in proftpd.conf for the user. So, the FTP session is
chrooted thus /usr/local will not available to the user at all or anything
beyond the user's home dir for that matter. hope it is that simple :-)
