[ale] anon FTP not working

It turned out that /etc/ftpaccess had ftp root for anon users set inexplicably to
/usr/ftp. I changed the setting to /home/ftp and all was right with the world.
I then pointed it elsewhere for my use since there wasn't room in /home (which is
on its own partition) for the RH6.1 distro...
