There are a few out there:

	Simplicity for Java ( http://www.datarepresentations.com/download.htm )
	Jbuilder 4 for Java ( http://www.borland.com/jbuilder/foundation/ )
	Sun's Forte for Java ( http://www.sun.com/forte/ffj/buy.html )
	Visual Age for Java (
http://www-4.ibm.com/software/ad/vajava/download.htm )

There are probably many more that I left out, but these seem to be the most
popular. All of these provide a GUI drag n' drop type development
enviroment. Another one that I like is GRASP (
http://www.eng.auburn.edu/grasp ). It does not have a drag n' drop type GUI
development enviroment, but its has a few nice and helpful features and is
easy to use.
