I think that the primary reason why Telocity wants you to use DHCP is to
ease the setup.  I don't believe there is anything 'pseudo' about their
static IP's, because when I originally ordered their service, they were
talking about the fact that if I wanted to, I could register my IP with a
name registrar.  That sounds pretty static to me, and it sold me on the
service.

Unfortunately, the thing that unsold me on the service was that it took
not one month, but five for Verizon to get me set up, and even then, they
did not succeed.  I am so disgusted with Verizon (this is not their only
point of incompetence) that I am considering cancelling my POTS service as
well, since I now get my internet service via cable modem.
