I just went through all of this myself when I was upgrading my PC... :~)
The tape you removed was probably "Thermal Tape" which is used to better
conduct the heat transfer from the CPU to the Heatsink.
I would recommend going on-line and getting some "Thermal Paste" to apply
to the space where the heatsink fits onto the CPU.
Do you have any type of heat monitoring? Also -- What type of case do you
have? How's the airflow inside?

There are a lot of articles on case airflow, cooling tips, etc. out
there... I know it's helped me keep my case cool, my CPU cooler, and
running everything fine. :~)
