That is a terribly inneficient way to go about what you want to do. The
best thing to do would be to run the Enlightenment configurator and set
the background to whichever you desire, then run the GNOME configurator
and turn its background selection off.  However, if you still want to do
it your way, you could put the command in your .xinitrc file.  I would
also recommend using Esetroot to set the wallpaper instead of xv.
