 - sshd must be compiled with libwrap.a to support hosts.{allow,deny}
 - in inetd.conf, you reference the ftp daemon as in.ftpd.  So it must
	also be in hosts.{allow,deny}
 - make sure there's an in.ftpd: ALL entry in hosts.deny
