I'd say you're definitely out of date.  Genksysm is part of modutils. 
Grab ftp://ftp.redhat.com/pub/alphabits/modutils/modutils-2.1.42.tar.gz
and you should be all set.

Who notes that his genksyms doesn't have an -f flag either, but it
works anyway with 2.1.54/pre2.1.55 ;-).
