[ale] linux wav to MPEG layer 3 converter in linux?

Amazingly enough, I am able to read cd tracks into wav's, but I could not
find a wav to MPEG converter under /pub/Linux/apps/sound/  ...   does
anybody know of one out there for linux?  If nothing else, can somebody
recommend one for DOS that I can run under OpenDOS & DOS emulator?
(I cringe just thinking about having to do that, just for some good
sounding mp3 files though, sigh)
